The estimated total flux includes the total contribution from bright stars (details) as well as the background expected from diffuse galactic emission (details) and assumed to come from zodiacal light (details).

The overcountrate position test compares the position that you give with a list of archival observations that have caused a detector overcountrate shutdown. In most cases, the cause of the shutdown is a nearby bright object unknown to the catalogs that are used as part of the bright star test in the mission planning system. You may be able to make observations near this position by slightly adjusting the position of your field so that it exceeds the offset limit set for the overcountrate position.
